Incremental organization, more audio formats, and clearer folder access

Music Organizer 0.3.0 continues an existing library from a completed task, organizes more common audio files as-is, and improves authorized-folder selection and task logs.

• Scan for new files from a completed task and process only new, changed, or missing-output music while preserving successful history across tasks.
• Reuse successful records from 0.1 / 0.2 after upgrade. If the source folder path changed but the relative paths, archive layout, and outputs still exist, the library is not processed again from scratch.
• Organize M4A, WAV, AIFF, Opus, DSF, and AAC by copying them as-is. AAC files that were saved with a .mp3 name are archived as .m4a without re-encoding.
• Select and authorize shared folders directly (requires system version 1.2.0401 or later).
• Display localized, easier-to-read folder paths.
• Improve loading, empty states, and long-path handling in the folder picker.
• Bring scan errors into view automatically and show a footer reminder.
• Show only failed and skipped files in task details, with a specific reason instead of a generic processing-failed message.
• Fix shared-folder selection on some systems, leftover errors after cancellation, and overlapping loading and empty states.

Organize plain audio directly

Music Organizer 0.2.0 no longer requires an NCM file in the source folder, so existing MP3, FLAC, and OGG files can be organized into a clean music library directly.

• Scan, create, and run organization tasks when a source folder contains only MP3, FLAC, or OGG files.
• Read artist and album metadata to apply the selected archive layout while copying plain audio byte-for-byte without re-encoding.
• Process NCM and plain audio in the same folder, automatically selecting the appropriate conversion or organization path.
• Preserve read-only source handling, skip target conflicts, and keep media files when task records are deleted.
• Download separate x86_64 and ARM64 FPK packages for fnOS and FygoOS.
